Using drones in the Specific category

As soon as you operate outside the Open category, an operational authorisation is essential.

When do you run into the limits of the Open category?

Many organisations start using drones within the Open category. That is often suitable for simple operations. In practice, limitations arise as soon as you want to scale up or operate under different circumstances. 

This includes situations where you:

  • want to fly heavier or larger drones
  • operate in CTRs or other controlled airspace
  • work in the red zones on the drone map
  • carry out activities near critical infrastructure
  • want to carry out EVLOS or BVLOS operations
  • want to deploy multiple drones simultaneously
  • deal with clients who require formal assurance

In these situations, the Open category is no longer sufficient and an operational authorisation in the Specific category is required.

Authorisation strategy within the Specific category

An authorisation process does not begin with writing documents, but with making the right choices.

Before an application is started, we analyse the intended operations: the airspace, the scale, the risks, the organisational structure and the responsibility. This provides insight into what is feasible and defensible within the applicable regulations.

Based on that analysis, we determine which authorisation route is appropriate within the Specific category. Depending on the nature of the operation, this may be:

Route 1: PDRA

PDRA (Pre-Defined Risk Assessment): 

Suitable for operations that fit within an established standard scenario. Relevant for inspections, cleaning and photography with a controlled ground area.

Route 2: SORA

SORA (Specific Operations Risk Assessment)

Required when your operation deviates from standard scenarios and requires a tailored risk assessment. Relevant for all other operations in the Netherlands, such as filming, complex inspections and BVLOS flights.

Special: LUC

LUC (Light UAS Operator Certificate)

Relevant for organizations that frequently operate internationally and want more autonomy in authorization. For operations that are mainly limited to the Netherlands, a broad operational authorization within the Specific category is sufficient.

The choice of PDRA, SORA or LUC determines the assessment framework, the scope within the authorization and the way the supervisory authority views the operation.

This ensures that an authorization process starts from a well-founded strategy.

Our role in complex authorization processes

We act as the subject-matter lead in the process from decision-making through to authorization.

This means that we:

  • analyze feasibility and preconditions in advance
  • determine the authorization strategy
  • work together on a complete dossier with an operations manual and other documents
  • manage coordination with the ILT
  • and ensure that the operation is sound from an organizational and legal perspective

In doing so, we work at the intersection of practice, regulation and supervision.

How does a permit process work?

  • Exploration of the activities and the intended use
  • Determining the right permit route (PDRA, SORA or LUC)
  • Preparing the required documentation and risk analysis
  • Assessment and coordination with ILT
  • Granting of the permit and assurance in practice

The exact lead time and complexity depend on the operation and the airspace in which you want to work.

Permit granted. Then the assurance begins

An operating permit entails structural obligations. Changes in operations, fleet, personnel or airspace must be processed correctly. Documentation must remain up to date and operations must demonstrably take place within the permitted frameworks.

Without active assurance, an organization may unknowingly deviate from its permit.

We support organizations in structurally managing their compliance, including through:

  • periodic compliance checks
  • review of documentation and SORA mitigations
  • support with changes in operations or fleet
  • preparation for supervision or inspections
  • internal coordination and awareness
  • training and workshops for the drone organization

This way, the permit remains not only valid on paper, but also defensible in practice.
